fairfax county, watch out the next few hours. let's get a traffic update. good morning. as howard couch touched on it you want to be careful with the fog. low visibility out there this morning. 95 an the bw parkway out of 352 past the beltway. a live shot of maryland from 95 to 280. we are finding head lights moving at speed. if we take it back to realtime graphics on route 4, pennsylvania, 5 an crane highway, no incidents to report. in to dc, inbound new york avenue is clear clear from the times building to the third street tunnel and wrapping up with 95 northbound. we are moving well from dumfries to the mixing bowl. new controversy at dc public schools this morning. the firings of more than 250 teachers were based on inaccurate budget numbers. chancellor rhee said there is a

multimillion dollar surplus instead of a multimillion- dollar deficit. alex trevino has the latest. >> reporter: okay. a budget error was made but accountability will be required. so somebody here at dc public schools will have to answer to unjustified firings that has changed the lives of so many families. 266 teachers need to be terminated. it came from michelle rhee last fall. she said the cuts were necessary because there wasn't enough money to pay many teachers including crystal froster. >> i'm now collecting unemployment for the first time in my life. i have debt that i cannot pay. >> reporter: rhee now says the numbers were wrong and there is a $34 million surplus. >> of course we are outraged by it but the first priority has to get these folks back to work. >> we have learned through the process that many teachers were

released based on falsified numbers and now we learn there are numbers in the system that quite frankly could have avoided the pain we caused. >> reporter: the council is expected to conduct an investigation. teacher crystal proctor is currently living with her parents and was forced to withdrawal a contract on a home she decided to buy. now, rhee elevenned about the figures back in february. it is not clear why she wait until this week to release the numbers. we are awaiting her response. alex trevino, 9 news now. >> it appears some prince georges county police officers could lose their jobs over a beating in college park. >> officers understand that we have to have constitutional policing. >> reporter: jack johnson says there will not be a return to the days of federal morn monitoring because of police misconduct. new video released by the

lawyer of jack mckenna shows three officers striking him 12 or more times. this happened after student celebrations after maryland's basketball team beat duke. they faced charges in the incident and now they are pursuing legal action. the two-day nuclear security summit appears to have swayed more countries to imposing sanctions on iran over the nuclear program. now that the summit is over, some people are adding up their profits and others are hoping to recoop their losses. while diplomates don't have to pay taxes on meals or hotels the businesses they frequented still made money. >> delegations need more sweets of so the sweets -- suites so the suites command a higher rate. >> this is one more blow and reality is we were hoping we wouldn't have another situation like this for two years and now it is possible we may have these kinds of intrusions on a

infection. defense attorneys say that rodriguez was a licensed dentist in her native colombia. police in alexandria are looking for a rapist. the attack happened just after midnight yesterday a few blocks east of the king street metro station. the 22-year-old said her attacker grabbed her and threatened her with a box cutter and forced her in to an alley and raped her. police did not have a detail description of the suspect. authorities in baltimore hope to have a large water main break repaired today. a 20-inch main ruptured during the rush hour. it shut down some streets but did not reach interstates. public works officials say it is at a point where a new water main connects to an older main. a massive rescue operation is underway after a huge earthquake. that story is coming up. plus, a local woman has undergone an experimental surgery in hopes of reducing

welcome back. we are traveling eastbound on the dulles toll road and smooth sailing past the airport to the toll plaza so access 66 or 495. more traffic coming up. in the news now at 8 after the hour, the numbers continue to change. an earthquake today in western china has killed at least 400 people and buried many others in a row mote mountainous area near tibet. thousands more have been injured. the earthquake's magnitude is 6.9. in the town closest to the epicenter, 85% of the homes have collapsed. joe mansion is asking for an independent investigation in to the explosion that killed 29

miners. the cause behind the blast at massey energy's upper big branch mine is still unknown but officials say methane gas, coal dust or both likely fueled it. the loudoun county, virginia, prosecutor will not press charges against a tennessee woman who put her adopted son on a flight back to russia. he says the fact the boy flew out of dulles airport does not give him jurisdiction. the mother returned him to a russian orphanage saying it failed to disclose his severe psychological problems. a push to turn more health care over to nurses. that story is coming up. and we are looking for better news from your department, how ward. >> we have dense fog in affect. we will let you know when we will get the better weather. it is coming. 9 news will return after this.

don't plant the tinner stuff unless you are in the northern neck. we could have frosts for another week. we had the heat but it was weird. crazy stuff that early. one problem this morning is the dense fog advisory west of 95 until 10:00 a.m. this morning. those areas in yellow through the northern virginia. parts of the west virginia panhandle there, washington county, but not allegheny county as you head in to western maryland. most of the counties bordering pennsylvania, either side of the border under the dense fog advisory. visibilities have dropped to near row in a few spots. gaithersburg, frederick, hagerstown a quarter mile. martinsburg zero mile visibility. a mile and change in the columbia area. we know there are pockets in carroll and loudoun and montgomery county and northern faulkier and then the shenandoah valley where visibilities are a half mile, quarter mile or less. watch for patchy dense fog.

health insurance, 28 states are considering expanding the authority of nurse practitioners. these nurses with advanced degrees want the right to practice without a doctor's watchful eye and to prescribe narcotickics and many want to be called doctor. many delay getting treatment for a heart attack because they are worried about the cost. not having health insurance and financial worries can cause people to wait up to six hours to wait to get care for a heart attack. most women who have osteoporosis don't know they are at risk of a bone fracture. one in two women over age 50 will suffer an osteoporosis- related fracture. a procedure known for clogging heart arteries may help patients suffering from mississippi. they are studying whether

northbound we are slow already from 123 to route 1 woodbridge. and as you would expect at this time it is is growing. back to you. we have another commuter alert for you this morning. today the montgomery county police department kicks off the and yum prom season task force. the program to reduce alcohol- related crashes and incidents will run wednesdays through saturdays until june 5th. police will monitor proms and school-sponsored post-prom parties. they remind parents the fines for serving alcohol to minors starts at $2,500. dc's school chancellor michelle rhee says the firings of 250 teachers was based on wrong budget numbers. turns out there is a multimillion-dollar surplus in the budget, not a multimillion- dollar deficit. alex trevino has the details. >> reporter: good morning. bottom line, hundreds of teachers went without work all because of faulty accounting

here at dc public schools. the school's chief, michelle rhee says 266 teachers needed to be let go because there was not enough money to pay them. rhee now says the deficit numbers were wrong. there is really a $34 million surplus. the firings impacted the lives of many teachers like crystal proctor who now collect an unemployment check and is trying to dig out of debt. >> of course we are outraged by it but the first priority has to be get these folks back to work. >> many teachers we learned are you this process that were great dutiful employees that were released based on falsified numbers and now we learn there we could have avoided the pain we caused. >> rhee said many of the teachers she fired had poor attendance records and were accused of inappropriate behavior with students. the council will likely conduct

speed. in the news now, two landmark abortion bills were signed in to law in nebraska. one bill bars doctors from performing abortions past 20 weeks of pregnancy, earlier than any other state. the other bill requires doctors to assess whether women have risk factors that could lead to mental or physical problems after an abortion. right now the firstly -- lady is in mexico for a three- day visit. michelle obama stopped in haiti first. her visit continues as drug- related violence continues to ravage the country. the u.s. console late was recently bombed. in kentucky, a goat stuck on a cliff is rescued. it apparently wandered from a cattle farm on to the dangerous perch. officials were concerned the goal could fall and cause a traffic accident. the goat was not hurt.

5:45. we say good morning to howard bernstein. >> i was thinking soft shell and everything. >> can we see through the fog. >> yes. other spots you have to take your time. it is thick to the north and west of town. we are showing visibilities are down a quarter mile and even down to zero. that's where we start with the dense fog advisory this morning. west of 95. extending in to central virginia, as well. so far we haven't seen the visibilities down. on the eastern shore the visibility is down to a quarter mile. andrews a mile and a half. we will watch those areas, as well. clearly martinsburg has visibility down to zero. hagerstown a quarter mile. it has been a quarter mile in montgomery county at the air park, parts of howard, frederick, loudoun, fairfax, carroll counties all dealing with visibilities anywhere from a mile to zero even in locally dense patchy fog here.

commute. a look at 270 southbound. pretty thick and hazy. this will be our big issue out of frederick. we are seeing the same situation on 70, 95 and the bw parkway. also good patches of fog out there. already volume is building on 270 around the 118 germantown road area. as we take you to realtime graphics. we show you route 4, route 5 and 301. this area is problem free. seeing typical volume for this time of the morning. south capitol street and the suit land parkway, the drive is nice and light to the district. happy to report no major incidents in any part of the district at this time. in virginia on 395, a different story. we are slowing down a bit. plus, five minutes from duke to seminary and in then 66 eastbound, we are finding things slow down there. 29 centreville you are okay approaching the beltway. two prominent churches in northern virginia are fighting in the state supreme court to hold on to their property.
